Perkins Inc. has been contracted by the local utility company to install energy saving measures in single family homes throughout the Dallas - Ft. Worth metroplex. These programs offered by the local utility company are open to any resident of the service area regardless of their retail electric provider.

The local electric delivery company in the Dallas - Ft. Worth area offers HEE (Home Energy Efficiency) and LIW (Low-Income Weatherization) assisted energy conservation programs to customers in their service area that qualify. The conservation programs are nothing more than work performed in your home that have been outlined in the Energy Efficiency Program by the Electric Utility. These Measures are designed to reduce energy usage in your home.

This process takes approximately 4 to 5 hours to complete. This includes improving the air infiltration and weatherization of your homes as well as improving the efficiency of your heating and cooling unit to at least 90% efficient. After this process has been preformed by Perkins Inc. it will increase comfort and lower your energy usage and bill.

Certain Energy Efficiency Measures such as sealing and weather stripping windows and doors and attic access', installing outlet/switch gaskets, sealing plumbing, light & exhaust fan penetrations, providing duct sealing and improvements & attic insulation are all examples of work provided to you at low or now cost.

What's the catch?
There is no catch!The Public Utility Commission of Texas adopted this program and Senate Bill 7 mandates that all publicly owned electric utilities promote energy efficiency programs in their service area.

This program is possible and incentives are provided as part of an energy efficiency program administered by Oncor Electric Delivery. These funds are available until funds are depleted or the program ends.

Current Programs Availability : Open

A utility bill credit is available to Garland Power & Light (GP&L) Residential Customers and applies to energy efficiency projects completed on homes served by GP&L. Program started April 1, 2008 (No credits will be issued for installations that occurred before April 1, 2008). No credits will be issued for applications received after September 30, 2010. Program ends September 30th, 2010 or once funds are depleted, whichever comes first. Program may be discontinued or modified by GP&L at any time.


Existing Homes Only (Maximum credit per year, per account of $500.00)

Perkins Inc. Can assist Garland Power & Light Customers with the following upgrades:


  • Ceiling Insulation (existing and new insulation must be at least R-30 after installation) - $0.15 per square foot of attic
  • Duct Leakage Test, Blower Door Test, Duct Sealing, Must include Weather Striping Doors, Caulking Windows, Sealing Plumbing Penetrations – 50% of the cost, up to a maximum of $500.00 per home

City of Plano Energy Efficiency Rebate Program

The City of Plano Energy Efficiency Rebate Program rewards home owner for making energy efficiency improvements to their homes by rebating up to 20% of qualified purchases up to $2,000.


Eligibility Requirements and Guidelines:


  • Must Be A Plano Resident
  • Only one application per household
  • Residential dwellings only
  • Items must be purchased and installed between 5/15/2008 - 5/15/2009
  • Resident must track and report energy usage for current year for at least three months after installation as well as the same months from the previous year
  • City of Plano must be able to verify purchase price, purchase date and installation (receipts and other designated means)
  • Rebate check will be awarded after all eligibility requirements have been met.
Denton GreenSense Energy Efficiency Rebate Program

Denton GreenSense Energy Efficiency Rebate Program

The GreenSense Rebate Program offers rebates to Denton Municipal Electric ( DME ) customers who perform authorized energy efficiency improvements in their homes or businesses. The program is a great way for residential, retail, and commercial customers to use energy more efficiently.


Eligibility Requirements and Guidelines:


Radiant Barrier

Attic Reflective Radiant Barrier Rebates (retrofit only) DME is offering a rebate up to $300.00 per structure for the installation of a reflective radiant barrier in accessible attic space on existing structures. Acceptable materials shall provide maximum reflection of thermal radiation and heat resistance, including paint coatings, aluminum foils and thermal shields specifically designed for use in buildings and homes as attic radiant barriers. Rebate Guidelines

  • over 90 percent reflectivity - $300.00 per structure
  • up to 90 percent reflectivity - $200.00 per structure
  • Rebate is designed for residential and small commercial customers.
  • Applicable only for retrofits.
  • Applicants must be a home or rental property owner.
  • Partial applications will not qualify for the rebate.
  • Structures will only qualify for this rebate once per 12-month period.
  • A pre-inspection and post-inspection by DME may be required.
  • Qualifying structures can be residential, commercial, or multi-family, but must be heated and cooled.
  • Attach an itemized and dated invoice from the contractor or retailer (include reflective radiant barrier manufacturer, type, reflectivity, and square feet) along with your application form.
  • Requests for payment must be received by DME within thirty (30) days of installation.
  • Credits will be made to the electric utility accounts of DME customers that purchase the qualified radiant barrier.
  • All installations must be for accounts served by DME and must meet all applicable national, local, and manufacturers’ codes and specifications.
  • Funding for this rebate is limited to funds availability.
  • Program guidelines and payments are subject to change by DME without prior notice.
  • DME may discontinue the Program without prior notice.

Attic Insulation

Attic/Ceiling Insulation Rebates (retrofit only) DME is offering a rebate up to of $400.00 for the installation of ceiling insulation. Rebate Guidelines:

  • Attic/ceiling insulation: whichever is less, 50 percent of invoice, calculation method, or $400.00 per structure.
  • Calculation Method: Rebate = ($0.01) x (square foot of insulated space) x (R-Value added).
  • Rebate is designed for residential and small commercial customers.
  • Applicable only for retrofits.
  • Partial applications will not qualify for the rebate.
  • Structures will only qualify for this rebate once per 12-month period.
  • A pre-inspection and post-inspection by DME may be required.
  • Applicants must be a home or rental property owner.
  • Attic insulation must be installed between conditioned and unconditioned areas to qualify.
  • Garages and other non-conditioned areas do not qualify.
  • Final insulation must be at least R-38.
  • The current insulation level of each home will be determined and documented by the insulation installer. Degradation due to age and density of the existing insulation should be taken into account.
  • All materials must be new.
  • Attach an itemized and dated invoice from the contractor or retailer (include insulation manufacturer, type, starting and ending r-value, number of bags installed, and square feet) along with your application form.
  • The current insulation level of each home will be determined and documented by the amount of insulation installed.
  • Funding for this rebate is limited to funds availability.
  • Requests for payment must be received by DME within thirty (30) days of installation.
  • Credits will be made to the electric utility accounts of electric utility retail customers that purchase the qualified replacement equipment.
  • All installations must be for accounts served by DME and must meet all applicable national, local, and manufacturers’ codes and specifications.
  • Funding for this rebate is limited to funds availability.
  • Attach an itemized and dated invoice from the contractor or retailer along with the application form.
  • Program guidelines and payments are subject to change by DME without prior notice.
  • DME may discontinue the Program without prior notice.
